The Ministry of Petroleum & Natural Gas is concerned with exploration and production of Oil & Natural Gas, refining, distribution and marketing, import, export, and conservation of petroleum products. Oil and Gas being the important import for our economy, many initiatives have been taken by the Ministry for increasing production and exploitation of all domestic petroleum resources to address the priorities like Energy Access, Energy Efficiency, Energy Sustainability and Energy Security. Following initiatives have been taken up by the Ministry.
The Directorate General of Hydrocarbons (DGH) was established in 1993 as an independent regulatory body under the administrative control of Ministry of Petroleum & Natural Gas for overseeing and implementing the regulatory functions of leasing, licensing, development, conservation, and management of oil and natural gas resources in India. The objectives of DGH are to promote the utilization and management of the hydrocarbon resources in India while balancing the environmental, safety and economic concerns of petroleum production in India.
DGH had been entrusted with several responsibilities like implementation of the Open Acreage Licensing Policy (OALP) under the new Hydrocarbon Exploration Licensing Policy (HELP), governing matters concerning the Revenue Sharing Contracts for new fields and Production Sharing Contracts for existing fields, promotion of investment in E and P Sector and monitoring of E and P activities including review of reservoir performance of producing fields. In addition, DGH is also engaged in opening up of new unexplored areas for future exploration and development of non-conventional hydrocarbon energy sources like Coal Bed Methane (CBM) as also futuristic hydrocarbon energy resources like Gas Hydrates and Oil Shales.
The roles and functions of the DGH include:
